Any British car club based in Canada may join the British Car Council. 
Your car club should consider appointing a member of the club to act as the BCCI Representative
to exchange communications between the British car club and the BCCI.
There is a form to be completed and a fee to be paid annually for club membership in the British Car Council.
The form can be obtained and printed from the BCCI web site as a PDF file.
